Overview:
University Advancement ensures that a strong and consistent brand inspires and deepens the University's bond with the public it serves. As such, it advances the brand objectives (and ultimately those of the University Strategic Plan) by executing best communications practices.
Under the general supervision of the Director of University Communications, the Public Information Officer (PIO) Level II or Level III serves an important role in developing communication and public affairs plans to support short-term and long-term objectives and to increase the visibility of the university. The incumbent will coordinate daily operations of public affairs and media programs. The PIO has high-level contact with university management and the media and is regularly called upon to respond to immediate requests.
The PIO contributes to a newsroom environment that is flexible and responsive. The work requires an in-depth knowledge of communications theory and media vehicles. The PIO assists in providing news and information services, and related projects, to internal and external audiences. The position requires considerable writing and editing of a variety of materials that involve the research and analysis of facts from different sources, synthesized into clear presentations for print and electronic media, including the Web. The position has direct contact with virtually all university constituencies.
Position Summary:
• Develop, plan, and execute communication, public affairs and media programs and plans including research, identification of objectives, development of themes and concepts, and overseeing creation of content and communication materials
• Position the university to meet strategic and long-term objectives
• Write accurate and timely news releases, media advisories, pitch letters, opinion pieces, and related materials under deadline
• Serve as official spokesperson in absence of department head and during crises
• Serve as a prime contact for internal and external constituents and handle sensitive and complex media contacts
• Advise management on the handling of media issues
• Responsible for day-to-day operations including providing lead work to less senior staff and/or student interns
• Anticipate and coordinate with co-workers for the release of significant news
• Serve as a liaison between campus offices and the news media and partner strategically with communication specialists across campus
• Coordinate press conferences and other media events
• Provide sound publicity advice and technical assistance to faculty and staff
• Establish and maintain good relationships with campus leaders, the news media, and community organizations
• Identify/cultivate campus spokespersons who are knowledgeable and articulate about topics that are identified as part of the Universitys communications objectives
• Maintain a list of spokespersons by topic who are prepared to field questions and share information with the public
• Other related duties as assigned
Secondary duties of the job include:
• Work closely with members of the publications team to provide material for brochures and periodicals
• Assist in implementing the provisions of campus communication
• Assist with speech writing and talking points
Knowledge, Skills & Abilities:
Level II:
• Thorough knowledge of and ability to use effectively media outlets including planning media coverage and media publicity campaigns for the university and events
• Thorough knowledge of web communication techniques, vehicles and formats
• Working knowledge of standard theories, practices, principles and techniques related to communications in the public affairs, media, and/or sports information areas
• Working knowledge of copyright and other applicable laws pertaining to publications and the media
• Working knowledge of research techniques and methods
• Strong story development and journalistic writing skills, as well as advanced editorial skills
• Experience writing in AP style
• Eceptional interpersonal skills, including strong public speaking, listening and interpretive skills
• Demonstrated ability to keep abreast of campus events and subject matter expertise in relation to current events to identify and capitalize on media opportunities that will promote the university and increase positive media coverage
Ability to:
• Apply standard theories, practices, principles and techniques related to communications in the public affairs, media, and/or sports information areas
• Build and manage more sophisticated media contacts
• Effectively use web technology to achieve communication goals
• Analyze and select pertinent facts and integrate them into communication vehicles
• Apply market research to identify communication needs and target audiences
• Apply appropriate statistical techniques and methods to research or sports information
• Provide lead work direction
Level III: In addition to Position Skill Level II knowledge and skill requirements, work assignments require:
• Expert knowledge of university communication objectives and ability to translate them into effective communication and media campaigns
• Comprehensive and in-depth knowledge of communication, public affairs, and media theories and concepts in order to develop and execute communication strategies and plans to promote and position the university
• Thorough knowledge of applicable copyright and other laws pertaining to publications and the news media
• Comprehensive knowledge of research techniques and methods
• Working knowledge of appropriate use of statistical techniques
• Expert networking and interpersonal skills including strong consultative and persuasive skills to work with internal and external constituents and the media

Education and Experience:
Level II:
• Bachelors degree in English, Public Relations, Marketing, Mass Communication/Journalism or related field from a four-year college or university
• Three years of experience in professional writing and editing positions; or,
• Equivalent combination of education and experience
Level III:
• Bachelors degree in English, Public Relations, Marketing, Mass Communication/Journalism or related field from a four-year college or university
• Four or more years of experience in professional writing and editing positions; or,
• Equivalent combination of education and experience
Specialized Skills:
• PC computer and MS Office applications literacy
Preferred Skills:
• Experience serving as spokesperson and media liaison for an organization
• Masters Degree
• Experience/background in higher education
• Experience and competence in working with culturally diverse internal and external audiences
• Bilingual in English and Spanish
• Familiarity with Fresno State

Academic Qualifications
Level II:
